Will mods be able to cross platforms?

Or would one have to redo the mod for each platform (PC, Mac, OUYA, etc...)?

PC, Mac, and Linux will all be good to go. Technically the data will be the same even for mobile/Ouya but the problem is they are closed packages and thus distribution becomes tricky or impossible. I'm still looking into options but as of right now have no way to facilitate importing mods for those platforms. Just off the cuff, Android looks to be the easiest, iOS the hardest, and Ouya still unknown.

A built in ftp/patcher system in the client or a torrent system with a mod store/browser built into the app?

Phew! I thank you for supporting those of us who enjoy alternative OSs! (Even though I could just VM my Bootcamp partition. But you know what's better than that? NOT VMing my Bootcamp.)

Ten speed on mobile/Ouya support! I will truly be amazed if you are able to get it to work on iOS.

Oh god, I never thought of that!

Speaking generally, I can't imagine anyone doing a game that supports modding in only a small portion of available, otherwise open platforms. Maintaining different versions like that seems like an exercise in pointlessness. The only difference is when a platform like PS3 is used, since it's very difficult to modify applications in an environment like that.
